The format is described below. We hope that no retyping will be needed so please follow the instructions and sample shown below carefully. The news should be concise to keep the newsletter readable. Requests for more complete information about any news item should be directed to its contributor. We appreciate any comments and suggestions that you may have on this e-letter. Looking forward to receiving your news contributions. Raimo P. Hamalainen and Harri Ehtamo P.S.: We ENCOURAGE you now to submit any news items you may have suitable to the electronic Newsletter. I wish you all a nice autumn. P. Bernhard ------------------------------------ Minutes of the EC meetings in Ischia The first meeting was held on Sunday July 18, from 18h30 to 20h00. The following persons were present: P. Bernhard M. Breitner H. Ehtamo V. Gaitsgory (invited) A. Haurie A. Melikyan J. Morgan G.J. Olsder (invited) L. Petrosjan O. Pourtallier G. Zaccour The President proposed the following agenda: 1. Legal existence of the Society 2. Publications 3. Relations with the ISGT 4. Meeting 2000 5. Meeting 2001 (Workshop) 6. Meeting 2002 L. Petrosjan added the following point to the agenda: 7.Possible session in the IMC (Beijing) The agenda was adopted. 1. Legal existence of the Society The President recalls that in the general assembly held at Maastricht, the principle of establishing formal bylaws for the Society, associated with membership fees, has been adopted. He declares that he will make a precise proposal at the next general assembly to be held at the occasion of the Adelaide meeting, in December 2000. He indicates that the French legislation (Loi de 1901) permits the creation of an official body without too many hurdles. However the French banking system will not allow easily transactions in US$. Decision-1: Each member of the EC should explore in his/her own country the possible arrangements for registration of the ISDG and for the financial and banking operations. These infos should be circulated as soon as possible and a decision where to locate the Society will then be taken. 2. Publications 2.1 Linking the International Game Theory Review with the ISDG Leon Petrosjan presents the International Game Theory Review (IGTR) that has just published its first issue. The journal is a quarterly review with at least 6 papers per issue. The journal has a wide scope and does not specialize uniquely in Dynamic Game Theory although the editorial board is mostly composed of members of the ISDG. The present circulation is modest (< 100). The editors of the journal (L. Petrosjan, D. Yeung and S. Jorgensen) want to increase the submission rate and propose to have special issues with guest editors. In order to emphasize the relationship between the IGTR and the ISDG it is proposed to have a fourth editor who will be appointed by the ISDG and to negotiate with the publisher (World Scientific Publishers) a reduced subscription rate for ISDG members. Decision-2.1: A special issue of the IGTR will be edited by J. Morgan and A. Haurie, on the basis of the papers presented at the Ischia meeting. Decision-2.2: The ISDG President will put in place a designation procedure for the fourth editor of the IGTR. The present editors should inform the publisher. A final decision will be taken at the general assembly to be held in Adelaide (Dec 2000). 2.2 Annals of the ISDG The development of closer links between the ISDG and IGTR may affect the Annals. T. Basar, editor of the Annals should be consulted and, eventually, a new contract with Birkhauser should be negotiated. This will be a necessity when the ISDG will raise membership fees and distribute the Annals to members instead of having the Annals paid with the conference registration fee. 3. Relations with the ISGT The International Society of Game Theory (ISGT) has been announced a year ago in Maastricht. It is now organized, with a secretariat, bylaws and a scheduled conference, in Bilbao, Spain, July 2000. The ISDG should enter into formal discussion with the ISGT in order to coordinate the activities (e.g. avoid conflicting dates for conferences), implement joint memberships, etc. A decision is made to invite Michael Maschler to participate in the second EC meeting scheduled for Tuesday July 20. 4. Meeting 2000 This topic will be discussed at the second EC meeting, since A. Nowak, the SC chairman is not yet arrived. 5. Meeting 2001 (Workshop) The workshops of Sils (August 1997) and Ischia (July 1999) have been successful. A similar meeting could be scheduled in Spring/Summer 2001. This workshop could also be skipped, due to the proximity of the ISDG symposium to be held in December 2000. M. Breitner proposes to organize a workshop at Goslar, near the town of Hanover in Germany. C. Deissenberg proposes to explore the possibility to organize a workshop in Provence, France. Decision-5: It is decided to wait for spontaneous proposals (Breitner, Deissenberg or others). A final decision will be taken before or at the Adelaide meeting. 6. Meeting 2002 There is a plan to hold the ISDG symposium in the St Petersburg region. Leon Petrosjan would chair the LOC and Prof. Raghavan would chair the SC. The EC observes that the information is not better at present time than it was a year ago. Some members consider that it would be less risky to organize the symposium in the St Petersburg city than on a cruising boat (original idea). Decision-6: Leon Petrosjan has to contact Prof. Raghavan and decide a date (May or July 2002). Also a precise proposal with information about accommodations, travel arrangements etc. should reach the President before the end of this year (1999). -------------------------------------- The second meeting was held on Tuesday July 20, from 16h00 to 18h00. The following persons were present: P. Bernhard M. Breitner H. Ehtamo V. Gaitsgory (invited) A. Haurie M. Maschler (invited) A. Melikyan J. Morgan A. Nowak G.J. Olsder (invited) L. Petrosjan O. Pourtallier G. Zaccour The President proposed the following agenda: 1. Meeting 2000 2. Relations with the ISGT 3. Possible session in the IMC (Beijing) The agenda was adopted. 1. Meeting 2000 V. Gaitsgory presented the current state of the organization. The symposium location has been changed to Glenneg, a suburb of Adelaide, located on the seashore. The call for papers leaflet has been produced. For dissemination of the information the following ideas were suggested: - Distribute the leaflet at the 1999 IEEE-CDC. - Ask Tamer Basar about the possibility to obtain a co-sponsorship of the IEEE - Use "Local chapters" to disseminate the info - Explore the possibility of an IFAC co-sponsorship - Use the ISGT connection - Prepare a postscript file for an A3 poster that could be posted in different universities A. Nowak reported on the program organization: The list of plenary speakers includes already 4 names. There are currently discussions to have also M. Shubik and ?. Sudderth invited to give a tutorial on Market Games and a plenary lecture on stochastic games. Related discussion: - A suggestion is also made to organize a tutorial on game theory applications in finance. This could also be a mini-tutorial held in conjunction with other parallel sessions (e.g., one hour). - It is suggested to ask the authors who plan to submit their paper to the Annals to bring their full paper with them at the conference, so as to reduce the delay between the meeting and the publication of the related Annals volume. 2. Relations with the ISGT M. Maschler presents the ISGT organization. ISGT officials could be invited to siege on the ISDG EC. M. Maschler will transmit the expression of our interest in cooperation to E. Kalai and R. Aumann, current heads of the ISGT. The President of the ISDG should enter into formal contact with these ISGT officials. 3. Possible session in the IMC (Beijing) The ISDG encourages L. Petrosjan to organize a session on game theory in the IMC. K. Yeung Aug 26 International Game Theory Review solicits manuscripts! After an initial flurry of activities, submissions have since slowed down. In order to ensure a continuous flow of high quality papers, we would appreciate it if you could encourage submissions of relevant manuscripts to the Review among your colleagues and research circle(s). We also urge you to consider editing a special volume for the Review. The topic could be in any field that is outlined in the Review's "Aims and Scope".
